Purok Power Movement operations unstoppable

The Countryside Development Program – Purok Power Movement (CDP-PPM) implementation that brings goods and free services to the people down to the purok level cannot be stopped.
This, as CDP-PPM Technical Working Group (TWG) chairperson Liza M. Quirog said the program has already been institutionalized.
During the ProTeam Vertical Mobilization Reporting held at the Panda Tea Garden and Suites, Dao, Tagbilaran City last November 13, 2018, Quirog said that the CDP-PPM is a byword of the Department of Interior and Local Government (DILG) in delivering goods and services to the people because the approach being used is very effective.
She emphasized that the first CDP-PPM Vertical Mobilization established in Balilihan as the CDP-PPM framework is patterned from the Countryside Action Program (CAP) adopted in town in 1988 when Governor Edgar M. Chatto was the municipal mayor ofBalilihan.
Quirog explained that in the vertical mobilization the town has created its own TWG composed by the representatives from the DILG, Philippine National Police (PNP), and Philippine Army (if there is an army detachment in town)that would follow the CDP-PPM concepts.
She added that once the vertical mobilization would be fully established the municipal TWG would organize the community organizers (COs) to do the ground works in the puroks to gather the issues and concerns of the barangay folks and facilitate the provincial and municipal assistance.
Quirog said the COs arealso tasked to organize the Sectoral Working Committees (SWCs) to help the barangay officials in sustaining peace and development in the purok.
The CDP-PPM TWG chairperson said that Balilihan is a learning place for empowering the people through the purok and always been a leader since Gov. Chatto was the mayor.
RufaUgay, head-secretariat, CDP-PPM bared that since 2011 there were about 150 barangays from the different towns in Bohol that had been conducted with the Agri-HEAT-IT Caravans and Mini-Agri Caravans that benefited the barangay folks with the services: medical and dental outreach, distribution of food packs, mass feeding, distribution of vegetable seeds and coconut seedlings, animal health services (deworming and animal consultation), haircut, massage and circumcision.
Also in the implementation of the program, the turnover of carabaos, cows, goats, piglets, chicken, computer sets, hand tractors, mechanical threshers, plastic tables and chairs, water hose, water pumps, bolos among others.
The other weeks and over the weekend, series of Mini Agri-HEAT Caravanswere conducted in the different barangays in Balilihan of which the services have been most welcomed by the municipal and barangay officials and the barangay folks.
Gov. Chatto in his message said that the long dreams before to widen and concretize the barangay roads, to become the center for education and areas for vegetables and agricultural products are realized.
In his speech in Baucan Sur, Dorol and Datag, Balilihan, Gov. Chatto said the cementing of roads in BaucanSur to Sevilla, Datag Norte to Sikatuna, Dorol to Antequera and among other barangay roads leading to other municipalities some were already completed and some are almost completed.
Gov. Chatto said that in his quest to make his town a center for education he established the Bohol Island State University (BISU) Balilihan Campus, Congressional Library and Technical School Development Authority (TESDA) Training Center and the construction of several school buildings.
He informed Punong Barangay Susan Paña of Dorol and Dorol Elem. School principal Caroline Tagsik regarding the notice of approval for the P2.5 million worth of two classrooms in Dorol and 40 chairs for the school.
The governor also urged the barangay folks to produce more agricultural products in Balilihan to cater the needs of 1.3 million Boholanos and expected influx of the same additional number of people once the airport in Panglao would be in operation after being inaugurated on November 27, 2018.
Mayor Maria Puresa V. Chatto in her message asked the people of Balilihan to continue supporting the municipal and provincial governments for more developments to be brought into the barangays.
Gov. Chatto and MayorChatto led the distributions of sphygmomanometer and stethoscope to the barangays through the barangay health workers (BHWs) in Balilihan.

4th “PamaskongTabosa DA” sets

The Department of Agriculture-Bohol Agricultural Promotion Center (DA-BAPC) will conduct its 4th “PamaskongTabo” this coming December 4-5, 2018 at the grounds of B-APC, Dao, Tagbilaran City.
Beaming this year’s theme “Mag-uumaMagmalaumon Sa SuportaNgaMakanunayonNgaBisan Sa Nagkausab-usabNgaPanahonKanunayMadasigon,” the activity aims to strengthen the link of the farmers to the consumers and buyers in order to find better market options for the products of the assisted Palayamanan farmers and groups of civil society organizations under the Gender and Development Program of the DA.
Roman M. Dabalos, Station Head/APCO-Bohol APC said that part of the activity is the launching of the new products developed by the organizations they have been supporting.
Dabalos has invited more buyers into the two-day “PamaskongTabo.”
Opening preliminaries starts at 8:30 in the morning. Marina T. Hermoso, officer-in-charge – Regional Executive Director, DA-Regional Field Office (RFO) 7 will deliver her inspirational message while Dr. Fabio G. Enriquez, chief Research Division, DA-RFO7; Engr. Antonio S. Du, Chief Operations Division, DA-RFO7; Dr. Gerry S. Avila, OIC-Chief-Agribusiness and Marketing Assistance Division, and Dr. Larry M. Pamugas, OIC-Office of the Provincial Agriculturist will give their messages.
Dabalos will give the welcome message after the guests and participants will be acknowledged by Felix N. Tubiano, Head-PSS Unit while Celerina T. Galorio, Head- Research and Development Unit will give the rationale.
Dir. Hermoso will lead the ribbon cutting ceremony and the opening of the exhibits and product launching.

Cloud seeding brings rain to Bohol

The cloud seeding operations (CSOs) that were started last Thursday afternoon have brought rains over the watershed areas in the province of Bohol.
Leon Parac, Jr., cloud seeding focal person said that as of yesterday there were already four seeding flights over Malinao Watershed areas of the slated 45 hours CSOs
The CSOs is sponsored by the Provincial Government of Bohol (PGBh), Department of Agriculture-Bureau of Soil and Water Management (DA-BSWM), DA-Regional Field Office (DA-RFO7), Philippine Air Force (PAF), and Philippine Atmospheric Geophysical and Astronomical Services Administration (PAG-ASA).
Parac said the first round of CSOs starting last Thursday up to November 18 using the vacuum dried salt (15-200 microns) has produced artificial rains from light to moderate over municipalities of Pilar (where the Malinao Dam located), Dagohoy, Carmen, Batuan, Corella, Balilihan, Tagbilaran, Cortes, Loay, Albur and Sikatuna.
While the second round using the 30 microns powder salt will be conducted from November 19 to November 27, 2018, he added.
Parac explained that after the 45-hour CSOs have been completed, another 42 hours of CSOs sponsored by the PGBh will be conducted.
The aircraft from Royhle Airways based in Dumaguete City has been used in the operations being piloted by Captain Madhu Puliyankalath and Captain Rahul Nair.
Capt. Puliyankalath said an average of one hour and 15 minutes have been consumed in one seeding flight.
Puliyankalath emphasized that the salt can be dispensed over seedable cloud, below the cloud, in the cloud and cloud-side relative to wind direction.
Engr. Corazon D. Ditarro from BSWM who manages the CSO Bohol Command Center based in Tagbilaran City Airport said the PGBh, PAF, PAG-ASA and BSWM ensures that every seeding flight could produce artificial rains to the target watershed areas.
Ditarro said that in the operations, the PAG-ASA through Robert Z. Quinto, Team Leader, Engineering Group, PAG-ASA’s Cloud Seeding Operation-Bohol is adopting a science-based approach by utilizing PAG-ASA’s state-of-the-art tools such as Doppler radar and radiosonde technology to monitor the development and movement of potentially seedable clouds.
As such, PAG-ASA has been conducting upper air observation by releasing a weather balloon every 7:30 a.m. from Nov. 9 to 28.
Quinto said in his letter to the Civil Aviation Authority of the Philippines (CAAP) who also asked permission or clearance to release weather balloon that the conduct of CSO in Bohol is in response to the request of the PGBh due to water shortages in the most areas of the province which poses significant threats to agriculture.
Gov. Edgar M. Chatto as early as August this year wrote to PAG-ASA and BSWM humbly requesting to allocate funds for the conduct of CSOs aside from the P2.4 million approved allocation from the PGBh for the 42-hour CSOs after the PAG-ASA forecasted that in the last quarter of 2018 and early next year Bohol has been among of the provinces that would be affected by El Niño.
Gov. Chatto wants to ensure that the Boholano rice farmers could plant rice in the next dry cropping season. The intervention, among many objectives, is also expected to help retain the title for Bohol as Rice Granary of Central Visayas. (Atoy Cosap)

Bohol joins “Rice Awareness Month”

The Provincial Government of Bohol (PGBh) through the Office of the Provincial Agriculturist (OPA) in collaboration with the Department of Agriculture – Regional Field Office (DA-RFO) 7 joins the nation in celebration of the “Rice Awareness Month” this November.
Lorebien Lagapa, Provincial Rice Seeds Coordinator in Bohol said the celebration has to be highlighted with the Riceponsible Fun Run from Bohol Wisdom School (BWS) down to Plaza Rizal this city on November 24, 2018 to start at 4:30 a.m.
Lagapa said the first to arrive at the Plaza Rizal would receive 50-kilogram sack of brown rice; 25 kgs. for the second and 15 kgs. for the third to arrive.
She stressed that once all the participants will be at the Plaza Rizal they will perform a zumba dance and will receive one kilo of brown rice each and will be served special brown rice chicken arrozcaldo.
Lagapa said the first 300 runners who would register early at the BWS on Nov. 24 will receive one free t-shirt each.
The provincial rice seeds coordinator bared that among the objectives of the activity are: rice awareness, “riceponsible” consumption of rice, valuing hard work of the farmers and giving them appreciation, and advocacy to conserve rice.
In the campaign to conserve rice, Gov. Edgar M. Chatto has instructed the OPA on whatever program to be conducted to recite the rice pledge right after the singing of hymns. The pledge emphasizes the “riceponsible” consumption of rice at home, at restaurants and at parties.
Bohol has 56, 913 hectares (has.) of which the 23,993.68 has. are irrigated and the 32,919.53 are rain-fed, making Bohol a Rice Granary of Central Visayas wherein 70% of rice supply come from the province. (Atoy Cosap)

Army to recruit trainees for citizens training

A compulsory military registration of non-reservists now takes place at the local Army unit here until November 17, 2018 in order to determine and select registrants who maybe qualified to undergo the 45 days on Basic Citizen Military Training (BCMT) to be conducted at Camp Bemido, Tagbilaran City scheduled this coming 17 November 2018.
LTC Crispin D. Barrete Jr (INF) PA Director of 702 (Bohol) Community Defense Center revealed that this year, an allocated quota of some 120 non-reservists from among male citizens in Bohol will be targeted for this military training. Those who successfully completed this Basic Citizen Military Training (BCMT) are priority for possible integration into the regular force of the Armed Forces of the Philippines.
In order to qualify and undergo the BCMT, an applicant must be; at least 18 to 35 years old; at least a High School Graduate; at least 5 feet in Height; physically and mentally fit for military training.
Interested and qualified applicants are advised to report and register at Headquarters 702 (Bohol) Community Defense Center based at Camp Gov Esteban Bernido, Dao District, Tagbilaran City.
